How club, district, and Rotary International governance fit together

Governance Overview

Rotary International was founded in 1905. The Rotary Club of Webster Groves received its charter in 1924 as the first Rotary club in St. Louis County, sponsored by the Rotary Club of St. Louis. District 6060 generally serves the eastern third of Missouri.

Rotary International provides a standard club constitution, while each club adopts bylaws that reflect its own operating needs. Local bylaws must remain consistent with the Rotary Constitution, Rotary Bylaws, and Rotary Code of Policies.

Rotary’s Council on Legislation meets every three years to consider legislation and resolutions submitted by clubs, districts, the RI Board, and the Council. Every district is represented, giving local clubs a voice in the organization’s governance. Council actions have included admitting women to Rotary in 1989 and establishing PolioPlus in 1986.
